Murder, Robbery, Burglary, Drugs, and Probation


What do murder, robbery, burglary, drugs and probation have in common? Please continue reading . . .

A friend of mine, who operates under the nom de plume of Wintermute, brought my attention to my current Thug of the Week. It seems Tim Smith is trying to find himself. This must be the case because, he's not really sure who he is. Over the 39 times he's been arrested, he has forgotten his own name on several occasions.

He has given the following names:

Tim's latest arrest, unfortunately for him, involves a person who has some notoriety. Gail Jones Carson, is a fairly high profile person in this city and she had the good sense to have a security system installed at her home when Tim or what's his name, came calling. The arrest affidavit says Tim, we'll go ahead and just call him Tim, was found standing in front of 2906 Shady Vista, wearing the same clothes as they viewed in Ms Carson's security system. This bolsters my theory that most of these burglars live within 1.5 mile of their victims. Tim lives .8 miles according to Google.

In a previous life, I used to direct the effort for the midnight shift of the SCSO's Fugitive Bureau, and we spent many hours in this area, particularly in Tim's apartment complex.

Ok, so the point is this, these thugs thrive on chaos, and our "justice" system assists them in this endeavor. Consider this - prior to this arrest, Tim was arrested in 2007 and held to state on the following charges (all on one arrest) AGGRAVATED ASSAULT

I don't know what happened on the case, but after it went to Criminal Court he entered a guilty plea and got five years probation. That's right, five years probation, with all seven of the charges rolled into one, as far as the sentence goes. Now, that is a stiff sentence. I mean, five whole years! If that won't keep you on the straight and narrow, I don't know what will!

How could anyone hand down such an injustice? This guy should have never had the opportunity to commit this latest crime, because he should have been in the pen! Maybe the judge was concerned about overcrowding the prisons? I don't know about that, but I do know something has got to give. Now is the time to get upset about this so called "justice system". It's anything but justice. The good citizens of Memphis and the surrounding area deserve a better deal than this. Those of us who strive to be good citizens, paying our ridiculous share of taxes, and trying to raise our kids deserve a safe place to dwell. Allowing these thugs to roam the streets, even though they are on "probation", is just wrong.

Please join our fight to change the laws so the miscreants who abound will be sequested in a "safe" place, like prison! Follow this blog and contact your representatives. It's time to modify these criminals behavior, or warehouse them.

Don't Help the Thieves

Christmas is a wonderful time of year with gifts given and received. However, many people like to think we still live in those halcyon days of old. Remember when you could leave the door unlocked, and the keys in the ignition, and after Christmas, you could put the trash out on the curb, including the boxes your new 50" flat screen TV came in? Well, maybe we didn't have flat screen TVs, but boxes the loot came in anyway.

Guess what, those days are over. DO NOT put those boxes on the curb, or anywhere else that might let someone see what you got. If you put them out there, you might as well put up a sign telling all burglars to come and get it!

Now that the shopping has been done, you might be returning things to the store. Yep, street survival 101, says don't keep packages in the car, keep them in the trunk. Also, don't keep anything in the car a thief might want to take. Leaving change in the console is also not a good idea. A crack addict sees that as something he can accumulate and finally by another rock. What does he care about your broken window and the $500.00 deductible? Keep the interior of your car extremely clean! Heeding this advice can save you a lot of misery.

Help Me FIght Election Crime

I am announcing my application to the Republican Senators and Representatives of the Shelby Delegation to be appointed to the Shelby County Election Commission. Personally, I don’t believe the Election Commission should be a partisan commission, but it is what it is. In a perfect world, people would step up and do the right thing, irrespective of any factors other than doing what is right.

If appointed to the election commission, I pledge to make every effort to ensure the right thing gets done, without regard to party. Many of you may know about some of the things I’ve been involved in with the election commission, starting with finding the felonious voters, non-resident voters and finally the deceased voters in the Terry Roland v Ophelia Ford race a few years ago. I have also worked with the Commercial Appeal and other news agencies to get the information before the public, after finding improprieties with the voting process. Finally, I have been analyzing the voter database and for several years, cross checking it against the Social Security Death Index by using a program I wrote. I’ve also uncovered several people who appear to have voted more than once, and many other irregularities, then reported them to the news, and the administrator of elections. I have never gotten a reply from the administrator, and to my knowledge, neither has the news media.

I believe I am uniquely qualified to be a member of the Election Commission because of my background in computers, databases, and my 31 plus years in law enforcement, not to mention my history with the voter database and the EC. I retired from the Shelby County Sheriff’s Office a couple of years ago as a Lieutenant, field commander, in the Fugitive Bureau. I also worked the detective bureau and most other areas of the department as well as the Attorney General’s office for six years, as a criminal investigator. I started the MIS bureau at the SCSO (Management Information Systems), headed the Research and Development bureau and worked for several years in the Information Systems bureau. While working in the IS bureau, Microsoft did a case study on my (W.A.S.P.) program - touting the cost savings and efficiency of the program. I also developed the jail website, the warrant website and the A.L.E.R.T. program, which has achieved national acclaim.

I understand the position is paid $1,000.00 per month which, if appointed, I pledge to donate to charity. I am not in this to make money, just to make a difference. I appreciate your consideration in this matter.

Google helping Law Enforcement

Google has released Google Streetview for Memphis recently. They are currently photographing the entire county, which will take a while. Even so, I've already added it into our "Kiosk" at the Memphis Police Department. Officers who are working up a warrant will be able to pull the address up and see what the neighborhood looks like, intersecting streets, houses on either side of the target address, etc. This is going to be a great tool for cops!

Help us Fight Crime

Director Godwin has penned a letter to the public asking for help in letting the legislature know that we need laws passed that can help keep criminals off the streets. I created a webpage that will let you click one hyperlink and it will pull your email client up with the entire house and senate emails, or just the shelby delegation's emails. All you have to do then, is tell them how you feel about crime in our community and urge them to pass strong legislation.

He's a One Man Crime Wave

Today's thug of the week is a walking, talking, one-man, crime wave. James Lee is a m/w who lives in the "Nutbush" area of Memphis. He is also a member of the "Dirty Dozen" gang and has been arrested over 40 times. He has entered a guilty plea in 20 cases, mostly for burglaries.

He was last arrested on 10/2/08 on a bench warrant, then was "held to state" on October 8th, and got out of jail on a $25,000.00 bond. I presented this guy to the commanders of the MPD this morning in the TRAC meeting, and I must say they all agreed with me. This guy has shown a propensity for being a burglar in the past - numerous times - yet he gets a $25k bond? Given his record, he should have gotten no bond, because now he is out, and do you think he might be doing burglaries to pay his lawyer and repay whoever loaned him money for his bond?

This is a big reason we have such a problem in Memphis. Bonds get set on people who have no business being unleashed on the public. Unfortunately, there is a schedule in the TCA that suggests how much bail should be for certain things. Maybe we need to tie that amount to the number of offenses, so that it costs 10,000 per previous conviction, plus the new charge. This guy would have a bail of about 180,000.00 and I think that would keep him on the cold steel of the jail cell.

40-11-118. Execution and deposit — Bail set no higher than necessary — Factors considered — Bonds and sureties. —


(a) Any defendant for whom bail has been set may execute the bail bond and deposit with the clerk of the court before which the proceeding is pending a sum of money in cash equal to the amount of the bail. Upon depositing this sum, the defendant shall be released from custody subject to the conditions of the bail bond. Bail shall be set as low as the court determines is necessary to reasonably assure the appearance of the defendant as required.

(b) In determining the amount of bail necessary to reasonably assure the appearance of the defendant while at the same time protecting the safety of the public, the magistrate shall consider the following:

(1) The defendant's length of residence in the community;

(2) The defendant's employment status and history and financial condition;

(3) The defendant's family ties and relationships;

(4) The defendant's reputation, character and mental condition;

(5) The defendant's prior criminal record, record of appearance at court proceedings, record of flight to avoid prosecution or failure to appear at court proceedings;

(6) The nature of the offense and the apparent probability of conviction and the likely sentence;

(7) The defendant's prior criminal record and the likelihood that because of that record the defendant will pose a risk of danger to the community;

(8) The identity of responsible members of the community who will vouch for the defendant's reliability; however, no member of the community may vouch for more than two (2) defendants at any time while charges are still pending or a forfeiture is outstanding; and

(9) Any other factors indicating the defendant's ties to the community or bearing on the risk of the defendant's willful failure to appear.

(c) (1) Whenever a court's judgment includes the requirement that the defendant pay a fine or cost, the court may require that the payment of the fine or cost be secured by surety bond or other appropriate undertaking if such defendant has a history of past due fines and costs. A parent, guardian or other responsible party may be permitted to act as surety in order to guarantee the payment of the fine or cost.

(2) Notwithstanding any other provision of law to the contrary, unless the surety executes a bond or agreement which specifically makes the surety liable for the fine, cost, or restitution, no surety shall be held liable for the fine, cost or restitution without the surety's consent.

Serious Criminals - Not Necessarily Homeless



This week's Thug is the real deal. He has been arrested 20 times, for such things as aggravated burglary, burglary,theft of property 10k-60k,aggravated assault,etc. He is also on parole for aggravated burglary, has warrants (aggravated burglary, etc) out for his arrest and is a member of the gangster disciples. Yep, another stellar example for kids in the neighborhood.

Ronnie Stewart (rni 275650), aka Ronnie Taylor, aka "pick a name", is on the run from the law, and his last known address, according to the warrant is 4098 Knosha, but I think that address is actually 4098 Kenosha, which is just south of American Way, and west of Perkins. Hey, isn't that close to Mike Fleming's radio station?

If anyone should run across this fugitive, don't try to be the police, unless you are the police. You could get hurt. Carolyn has dabbled in many aspects of industry such as travel, entertainment, and pharmaceutical sales, plus many others, which has made her infamous. She has been highlighted here for her accomplishments in the recent past. Over the pjuast 12 months, Carolyn has been arrested 5 times. Over the past 24 years, she has been booked into the jail 157 times (140 arrests). Today, she is back on the street because her case was adjudicated nolle prosequi (no prosecution). Hmmm, I did see where she didn't fully execute a contract in the affidavit, and the officer made an offer of money, which doesn't help the case,but she was behaving in a manner consistent with a prostitute, and she does have a long history of prostitution. It seems to me, a reasonable man would conclude; if you walk like a prostitute, act like a prostitute, flag cars like a prostitute, you ARE a prostitute. However, there are things in the law that must be satisfied, and it appears some things were left dangling on this case. Funny thing though, even though the officers didn't get a conviction, Carolyn did spend 21 days in jail, which is more than most!

I Always Wanted to be . . . A Parking Lot Attendant



Kenneth Jones, RNI# 3403, is another one of our local celebrities, who has been arrested 117 times, five this year. I think Ken maybe doesn't quite understand though. He appears to have a deep desire to be a parking lot attendant, because I think, he thinks all you have to do is stand there and people will give you money.

The last two times he has been arrested, that's exactly what Kenny was doing. He was taking money from people, giving them directions on where to park, and generally being a "good will ambassador" for Memphis. However, one minor problem has surfaced. KJ doesn't work for or own the parking lots. In June when he got arrested, he was captured by the MPD's Real Time Crime Center cameras, and arrested. This last time, he was observed by an officer who was patrolling the area.

Surely, someone out there can come up with the funds to help "Special K" get a bus ride to San Fran!

I knew a man Bojangles, and he danced for you. . .

For those who aren't familiar with the story of Mr Bogangles






Who knew. I thought Mr. Bojangles was an old black guy, who drank a bit, according to the lyrics of Jerry Jeff Walker. Well, it seems we've got the guy from the parallel universe - a white Mr Bogangles. He has also been called John Doe, "Skippy", and a litany of misspellings of his real name - Jimmy Naramore.

Jimmy, rni# 4984, has been booked into the county jail 108 times. His charges are mainly misdemeanors, like public drunk, public intoxication (isn't that the same), disorderly conduct, criminal tresspass, pedestrian soliciting a ride or business, carrying a knife, obstructing a highway, failure to appear, dui, reckless endangerment, vandalism under 500, and even criminal littering! Well he also has a couple of felonies too - grand larceny, agg burglary and agg assault. It appears this time, he was arrested on a warrant for failure to do right.

This week we "honor" another Thug who has transcended the magic number of 100 jail bookings. His first name is Frank,Terry, Kibry, Joe, Don, Finby, Moore or Kirby. His last name is Moore, Kirby, Doe, John, etc. I guess the salient point is this - his rni number is 20149. On his last escapade, FrankTerryKibryJoeDonFinbyMooreKirby went into a store, created a stir, was asked to leave, refused, had to be escorted out, and on the way, kicked the glass out of the front door of the store. Nice guy, huh. FrankTerryKibryJoeDonFinbyMooreKirby has been booked 108 times for similar stuff. Most of FrankTerryKibryJoeDonFinbyMooreKirby's charges have been for public drunk, criminal trespass and such, but he's also done aggravated criminal trespass, aggravated assault, dui, etc. FrankTerryKibryJoeDonFinbyMooreKirby looks like another candidate for the maximum sentence a judge could give. MPD Real Time Crime Center - in the news

This upcoming week, we will be releasing a story and video to the news media about the officers at the RTCC catching some guys burglarizing cars downtown. As usual, at least one of the crooks is a repeat, repeat, repeat offenders. One of them has been booked 24 times, and I've not gotten the info on the other yet. Something tells me he will have over 10 arrests....

Adopt a Thug!



That durn Percy Edwards, RNI # 65222. Just this year, back in April, he hit the 100 mark, which made him eligible to become a "thug" celibrity. Since then, he has come back two more times. Percy, is in jail now for possession of drugs, theft under 500 and, yep - public intoxication.

Mike Fleming and I have decided people like Percy need a "big brother" or someone to watch over him, or at least watch over his case. He has been being convicted and getting released with a "time served" conviction. That's not helping shield the public from his terrorism. Percy needs to stay in jail for a year, every time he gets convicted.

And there ain't no doubt






















Last year, I attended an NFL football game in Kansas City, where my Broncos absolutely spanked the Chefs, but before the game something happened that just made me swell up with pride. As the National Anthem was being played,from the east, there appeared one of those gigantic B2, stealth bombers. It looked like a space ship, yet it made no noise, until it had passed us and was probably 50 miles away. People were yelling and screaming and jumping up and down, because we knew that was one of our planes that is there to keep us free. I have to admit that choked me up. Then, today, a friend, who is retired military, sent this video. Yep, if you love this country like I do, it will choke you up too. I don't know why, because it's just 5 little girls singing, but it does. If it doesn't, you need counselling!

A Call to Action

For some time now, (a couple of years), I've been blogging about the problem of repeat offenders. I'd rather be doing something else, but if I don't get this information and expose it, who will? Nobody who has access to the data has stepped up. As a matter of fact, there have been some who have thrown stumbling blocks in my way. Even so, I persevere.

How long will we tolerate urban terrorists among us? A man was arrested last week for stabbing a woman in the face with a fork, while he was robbing her at a retirement home. He had been arrested over 30 times. This is not an uncommon occurrence. It is fairly common knowledge that we have too many repeat offenders, but did you know that we have over 52,000 people who have been arrested between 6 and 15 times? Over the past 25 years, we have arrested more people than the entire population of Tulsa, OK, or Cincinnati, OH, or Honolulu, HI, and many other cities.

Each Thursday, Mike Fleming and I have done a short segment we call "Thug of the Week", or "Thug Thursday". This little segment is not done to make fun of those who may have made a mistake and run afoul of the law, it is to let people know that the reason crime is so bad in this county is this - the "criminal justice system" is dysfunctional. We have a rule that in order to qualify for recognition as "Thug of the Week", you have to have been arrested 100 times or more. We have 140 people who satisfy that requirement. We have selected them, and brought them to people's attention, (some more than once, because they have been rearrested). It appears the cops are doing their part, but the breakdown is either in the legislature, the courts or the prosecutors or a combination of the three.

Mike and I want to enlist the support of every citizen in Shelby County, and the metro area. We would like to form a group that will take this issue seriously. We are particularly interested in people who are concerned enough to get out of the chair, out of the house and in front of elected officials. When politicians see a throng of people on their doorstep, they tend to listen, and attempt to appease the crowd's wishes. That's the way we change things. Are you concerned about the crime in our community enough to get out of the chair and do something? Will you take the time to go with others to anti-crime rallies or other such meetings? Will you take the time to help persuade the politicians that we are "mad as hell" and we're not going to take it anymore, by emailing and writing letters to these politicians?

If you are ready to become a foot soldier in the battle for our community, we want you. I encourage you to join with us to bring this to the attention of our elected officials. We want to present our concerns, in a passionate way, to these officials, while maintaining our dignity. We aren't asking people to shout, throw things, cuss, etc., though we would understand if you did. We simply want to make these officials understand that even if they are not serious about this problem, we are.

Many will say we can't get more aggressive on the criminals because it will cost us too much money. That's the same argument they used in New York, but it turned out the criminals got the message - they were no longer in control. The criminals have fled. Now New York is talking about closing several prisons because they don't have prisoners to fill them.

Some officials want to build a multi-million dollar jail, but I say we don't need to waste our money on thugs, particularly when the county is on the verge of bankruptcy. There is already a model for building very inexpensive jail facilities - see Sheriff Joe Arpaio, Phoenix, AZ. A tent compound can be placed behind the razor wire that is already in place at the correctional center.

Here's a look at the "tent city" jail:

The Tents Jail was begun in 1993 when Sheriff Joe Arpaio was able to obtain some surplus military tents. These tents were set up in an area adjacent to one of the existing Maricopa County Jails in Phoenix, Arizona. Sheriff Arpaio had previously decided that he would not release any inmates due to jail overcrowding, and housing sentenced inmates in the tents seemed a good solution. Funding for the project was minimal, and included the cost for cement necessary for base pads, secure fencing, and electric costs for heating, cooling and lights.


The Tents Jail can currently hold up to 2,000 inmates.


Sheriff Arpaio has added a few improvements at the Tents Jail, including two Sky Watch Towers for security, stun fences around the perimeter, and facial recognition computer software for inmate identification. K-9 units and patrol deputies have been added for additional security. The Classification Unit conducts background checks on inmates before they are housed in the tents, so that dangerous or predatory individuals are not placed there.

I love me some 201 Poplar

For the 9th time this year, Jerry Porter, has graced the CJC with his presence. I can just hear him sitting in the back seat of the squad car, "I love me some 201 Poplar! I get three hots, a cot and pooooleeese protection around the clock!" Nine times in the same year, 117 times total. Judges, if you are looking at this, you have the power to keep this urban terrorist from continuing to terrorize businesses and everyday citizens! Do the right thing and put him away for the maximum amount of time possible.

For those interested in tracking Jerry, go to the jssi website and see if you can figure anything out. Jerry's latest booking number is 8122454, and his RNI number is 28941, for those who want to know. I know, they try to keep you from getting any information by putting the most recent charges on the very last page, etc. It's almost like they don't want you to know what's up. Persevere though, and you might be able to find out what is going on with this case. Hmmm, I'm willing to bet, time served will be his punishment. Then he will be unleased on the public once again! Maybe we should start a countdown ticker to see how long it takes before he is catapulted back to the streets?

I hope some of you, out there will finally decide to get "mad as hell" and start calling judges, legislators, the DA, etc. Kick up some dust! Otherwise, just sit back and take it. As a matter of a fact, you might want to take a number and wait your turn to become a victim.

Thug of the Week - When are we going to "Network"?

Howard Beale is a fictional character from the movie Network. He coined a phrase that, I think, needs to be said by every law abiding citizen in Shelby County. I want you to stand up, and go to the window right now . . .

Aw, he's just an old drunk. I guess I've heard that a thousand times. Why are y'all picking on him, he just likes to drink a little, and he probably has a mental condition too! Well, that may be true, but who doesn't have mental issues? The real question is this - when do we start caring about the citizens who try to do the right thing? When do we say enough is enough? This weeks thug is just ANOTHER poster-(person) for what's wrong with our "Injustice System." Bobby Evans rni# 16838 is approximately 52 years old. Over the past twenty five years, Bobby has visited our jail 106 times for the following offenses. He has been arrested numerous times on many of them, and once again we are left asking, what the heck are the judges thinking? why don't they throw the book at this guy every time he comes to jail? It's very clear that he will never be a contributing citizen, unless you take the perspective that he stimulates the economy by committing crimes. Bobby gets arrested over-and-over, yet he still gets back out to wreak havoc on the citizens of Memphis and Shelby County. Here is the list of charges for which Bobby has been arrested:

For Whom the "Bell" Tolls
It's Thug of the Week

click to enlarge This week the "Bell" is Andrew Bell and he "rings in" with 104 visits to the Shelby County Cross-bar Hotel. Andrew has an astounding record. He will be 30 this September, which means he has only been eligible to check into the county facilities for adults for the past twelve years. During that time, he has averaged 8.666 times (note - stopped at the third decimal on purpose) Andrew must be plying his trade elsewhere now, because he hasn't been arrested since February, twice this year, but none since February. Maybe Andrew has opened his own parking garage or something close to that. I say that because the last time he was arrested, it was for leasing parking spaces at a parking lot, yep, he didn't own. However, I will say, in his defense, after telling the undercover officer that it cost $7.00 to park, he gave the officer a discount, when the officer said all he had was a five. I think the affidavit says "this here is the five dollar parking spot." So, he is certainly one who understands capitalism, he just doesn't quite get the "investment" side of it. As is the case with most of these "thugs", Andrews rap sheet runs the gambit. He has been charged with the occasional burglary, aggravated robbery,robbery,sexual assault, assault, drugs,etc., but mostly he as been charged with trespassing, public drunkeness, disordely conduct, and finally a charge of which I'm sure he is not guilty - CRIMINAL IMPERSONATION. If ever there were a criminal, he is one. He is NOT impersonating one! Arrest Affidavit For Andrew's 104th arrest he received a sentence of 2 days in jail: Oh, does that bother you? Thug of the Week - It was a Kodak Moment

That durn Percy Edwards. He's back. Percy was thug of the week a few months ago, when he bravely rode his wheelchair up into a Mapco and attempted to relieve them of a case of beer. I don't know if his battery ran low, or if he was having to motor by hand, but he got busted and went to jail. Percy is back in jail now, his 101st visit to jail, because he just had to have one of those little $12.00 Kodak cameras. I guess you could say, after he stuffed it underneath his leg, he had a "Kodak moment."

I checked a few of the affidavits on Percy to see what kind of stuff he has been up to and I found he apparently has an affinity for the disposable Kodak cameras. Now, I'm wondering if there's something in there he can use to get high, or is he just a camera buff? I did a google search and found a blog where someone said a kid had been caught licking the film to get high. Then I saw a bunch of comments saying there is nothing in the camera that will do that. Oh well, I guess he just likes to take pictures.

I'm wondering when a judge will take note of our weekly thugs and do something. Percy has been arrested 4 times this year (which puts him on track for a total of 8),7 times last year, 12 times the year before, and on.` It wouldn't hurt my feelings if some of you citizens started rattling cages over this.

Here We Go Again

Mark Twain, Benjamin Disraeli and a few others have been credited with the famous utterance - "There are three types of lies - lies, damn lies, and statistics." Whoever said it, they pretty much nailed it. Another way of saying it is, "figures don't lie, liars figure." I bring this up only because of the latest crime reports regarding Memphis. Now, I'm not going to sit here and try to make the case that Memphis, TN is the safest city in the world, but. . . how about a little accuracy. There is no need to make it worse than it is.

I read the story in today's newspaper, which said Memphis is the 2nd most dangerous city in America, and I knew that number could not be correct. I knew that because I knew the crime rate had fallen last year, and I knew the numbers from last year. It turns out that Memphis (the city only) is ranked at number 8. The metro area, which includes several counties in Arkansas, Mississippi, and Tennessee is ranked second. That's a horse of a different color. You can't blame the MPD for crime in other jurisdictions. As a matter of fact, I think the rise in crime in the outlying areas, may well be the fault of the aggressive policing by the MPD. Ask almost any police chief who operates within a 50 mile radius of Memphis and they will tell you Blue Crush has sent the criminals their way.

My prediction is that Memphis will get safer as we move forward. I think the advent of such programs as Blue Crush, CyberWatch and the things we are developing at the Real Time Crime Center will force the crime rate down. I made the prediction that crime would fall when I first learned director Godwin had gone to New York to see their RTCC. Some might think otherwise, but I believe our RTCC is actually better.

CyberWatch is informing the public as to the crime near them, and it provides an easy way for the citizens to send tips in on the criminal activity near them. At the RTCC, we are "reverse engineering" arrests, particularly those of burglars. An analysis of data has shown that most burglars commit their crimes within a 1.5 mile radius of where they live. So, we are developing web-based tools that allow the officers to look for people who have been arrested for burglary, or any crime, or who are on probation/parole, or are a sex offender, or are out on bond, etc. This tool will give the officer a ready-made suspect list. This is just one example of some of the things we are doing that will result in us making more arrests.

We will also be deploying LPR (license plate reader) cameras all around the city and installed in police cars. These cameras will read the license numbers on cars and capture the location, date and time. We will cross-reference the license number with multiple databases such as, sex offenders, gangsters, warrants, stolen cars, etc. Additionally, we will be deploying gunshot detection cameras for the purpose of, well you know.... I believe officers will be making a lot more arrests and crime in Memphis will continue to go down, while the crime in surrounding areas will go up. Fugitives will be moving out of town, and that means they will be plying their trade where they live.

We will soon be offering a website where citizens and businesses can register their ip based cameras. The RTCC will be able to pull any of these cameras up a view what is happening. When a call comes in to dispatch, we will be able to check a database of cameras to see if we have any that are in close proximity. If we do, the RTCC staff will be able to channel that video and/or snapshots to the officers in the field.

Needless to say, life is good for a guy who enjoys designing systems and putting things together that help the community.

I usually try to look at this thuggery from a lighter perspective. This week's thug is a little different though. When I saw the charges this guy has had, it bothered me that this guy is even alive. Joseph Haley rni#24708 has been booked into the county jail 133 times. Many of his charges are just misdemeanors, but he has also been arrested and convicted of crimes like aggravated kidnapping, rape of a child, robbery,grand larceny, petit larceny, etc. Fortunately, he is in jail, and will probably be there a while.

According to wikipedia a desperado is a person who cannot wait for something to happen, and sometimes may resort to violent or reckless actions.
See also: Desperados ,Highwayman , Outlaw,Stock character, Villain. Somehow those words are too soft. Thug doesn't really do it either. Social Misfit, nah that doesn't quite get it either. I guess I'll have to leave it to your imagination to come up with the proper terminology.....

Thug of the Week - Mr Beer Undelivery Man



Some folks just love beer. You know, it's not just for breakfast anymore. And so it goes with this week's thug. This week, we put, or should I say, Kenny Edwards, has put himself in the spotlight with his 129 bookings in the Shelby County jail.

Kenny has been arrested over 50 times at one location - Chelsea and Thomas - at the Mapco. Kenny is like the un-delivery man. He goes in and attempts to remove the beer, without paying. Now, before you softies start crying those apple-sized tears, you might want to know that Kenny has also been charged with real crimes in the past. He has had four cases in criminal court:

Then there is the usual litany of criminal trespass, shoplifting, theft under $500.00 etc. It appears Clarence has gone from attempting to rob,assault, burglarize and sell drugs, to being a more "common criminal". I think Clarence understands that the more serious crimes carry more time, and he also correctly assumes the courts will just slap his hands. I really hope some judges are reading this blog.... This week, we also are taking time to honor another rising star. When I was a kid, I used to watch Tarzan, every Saturday. I guess baby's momma did too. She knew it was going to be a jungle out there! I wonder if this Tarzan can do that yell thingy? Tarzan Foster is a "rising star" in thugdom. Tarzan, aka Tyrone, has been arrested 84 times, but only once this year. He is currently in jail for Criminal Trespass.
