And Number 7 is . . .

Number 7 is another "lady" by the name of Verna Newman. She is a f/b, approximately 39 years old, her RNI number is 42936. Ms. Newman has been arrested 132 times since 1983. She has racked up most of her arrests in the midtown area of Memphis (Cleveland and Poplar). She hasn't been on the radar since last October though, so she may have moved on. I didn't find her in the TN prison system, our jail, or listed in the SSDI death index.

Here is the link to the TCA section that applies:
http://198.187.128.12/tennessee/lpext.dll?f=templates&fn=fs-main.htm&2.0

Here is an excerpt of the law:

68-10-110. Arrest and temporary commitment for treatment authorized - Hearing - Examination - Appeal.

(a) Whenever in the judgment of the municipal, county or district health officer, there is reasonable clinical or epidemiological evidence to suspect that any person or persons are infected with a sexually transmitted disease as defined in this chapter, and the person or persons shall refuse to be examined as provided in § 68-10-104, the health officer or the health officer's authorized deputy may go before a magistrate or judge of a court of general sessions and swear out a warrant of arrest for the person or persons.

Hats off to you John for having to deal with this. I can't imagine having to reach in a drug users pocket and getting stuck by an infected needle and then having to worry about it for years to come.
